NEW DELHI: In the backdrop of heated and contentious debates on communal harmony, faith and identity politics, Prime Minister Narendra Modi used his Independence Day speech on Tuesday to make a strong pitch against violence in the name of faith that he said is harmful for the social fabric.

"Sometimes in the name of faith, some people due to lack of patience end up destroying social fabric. The country is governed by peace, harmony and unity. The poison of casteism and communalism can never benefit the country," the PM said from the ramparts of Red Fort.

"This is the land of Gandhi and Buddha , we have to move forward taking everyone along. This is part of our country's culture and tradition. We have to successfully carry it forward and that is why in the name of faith, violence cannot be allowed," he further said.

Though he did not elaborate, Modi's remarks condemning violence in the name of religion can be seen in the context of his admonition to self-styled 'gau rakshaks' for indulging in violence against cattle transporters who have often been Muslims, something which has led opponents to question the sincerity of PM's "Sabka Sath, Sabka Vikas" promise. By focusing on it again in his Red Fort speech, the PM has put the concern on a different pedestal, though the remarks this time appear to be directed against all kinds of zealots and extremists.

After more than a year of operation which seem to have given security forces an upper hand, the PM hinted at dialogue in Jammu & Kashmir, saying neither "gaali (abuse) nor goli (bullet)" is the way ahead and every Kashmiri should be embraced to resolve issues.

"There are a lot of charges and counter-charges... everyone is busy abusing everyone else... My mind is clear on how to win this battle. Neither will bullets or abuses solve the problem. Change will happen by embracing every Kashmir. Such is the legacy of 125 crore Indians. Hence, neither by abuse nor by bullets, change will come by embracing all. And we are moving forward with this resolve," Modi said.

He also spoke about development and progress of J&K being the responsibility of the country as a whole, and not merely the concern of the state government.

He did, however, say there will be no slackening of security operations. "There is no question of being soft on terrorism. We have been asking the extremists to join the mainstream. Democracy provides equal opportunity and rights to be heard by all. The process of engagement can take place only by their joining the mainstream."

The emphasis was clear enough. Separatists, under investigation for their links with Pakistan and stone-pelters, could become part of the talks process if they demonstrably distanced themselves from violence and considered joining the political mainstream.

Modi also called for a positive outlook to nation-building, saying it is time to give up an indifferent "chalta hai" (business as usual) attitude and adopt a 'can-do' or a 'change-is-possible' outlook to build a new India that celebrates togetherness and progress of all.

He quoted a sanskrit shloka to say that if action is not taken at the right time, the expected results are not obtained. "We should get rid of this 'chalta hai' attitude. We have to think of 'badal sakta hai'- this attitude will help us as a nation," he said.

Referring to the need to get rid of the practice of triple talaaq (instant divorce) among Muslims as an issue of women empowerment, he also dwelled at length on social themes saying India is about peace, unity and goodwill.

Though he emphasised that there will be no let-up in action against terrorism and the Centre is expected to keep up the pressure on "nay sayers" like the Hurriyat who are suspected to have been conduits for Pakistan in funding stone-pelting, the PM's remarks hint at a process that emphasises a development and 'hearts and minds' approach that might also include political dialogue with a new set of players who can be goaded to come to the table.

The speech, Modi's fourth since assuming office and his shortest so far, did not mention, even obliquely, the tensions with China over Doklam and was marked by an absence of foreign policy references as he set out a domestic agenda in the five years to India's 75th anniversary.

He linked the issues of security to India's global stature that he said is rising. "Be it hawala or any inputs on terrorism, the global community is supporting us with critical information," he said, while also dwelling on anti-black money measures. He said the patience of the people during demonetisation has been rewarded as Rs 3 lakh crore of money entered the banking system.

While he used 2022 as a marker, Modi also said the government will complete some 99 schemes, including several to improve agriculture, by 2019 when the Lok Sabha elections are due. He highlighted initiatives against corruption such as demonetisation and GST and dwelled on the need to create more self-employment rather than just regular jobs.

NEW DELHI: The government has approved a 31,748 crore "definitive five-year action programme" for the Coast Guard, which is the defence ministry's smallest armed force after the Army, IAF and Navy but whose role has become crucial ever since the 26/11 terror strikes in Mumbai in 2008.

Sources said the action plan to bolster the force-levels of Coast Guard in terms of offshore patrol vessels, boats, helicopters, aircraft and critical operational infrastructure was cleared at a meeting chaired by defence secretary Sanjay Mitra earlier this month.

The aim is to make the Coast Guard a 175-ship and 110-aircraft force by 2022 to plug operational gaps and strengthen its capabilities to safeguard coastal security, island territories, offshore assets and marine environment as well as undertake anti-piracy, anti-smuggling, oil-spill and pollution-control operations.

India has a 7,516-km coastline, with 1,382 islands and a sprawling Exclusive Economic Zone of 2.01 million sq km, which will go up to almost 3 million sq km after delimitation of the Continental Shelf.

But the Coast Guard currently has 130 "surface units'' in the shape of 60 ships (offshore patrol vessels, fast patrol vessels and pollution-control vessels), 18 hovercrafts, and 52 smaller interceptor boats/crafts. The "air units", in turn, are limited to 39 Dornier maritime surveillance aircraft, 19 Chetak choppers and four Dhruv advanced light helicopters.

The action plan intends to "consolidate the progress" made by the Coast Guard, which is currently headed by Rajendra Singh as the director-general, after the 26/11 strikes punched gaping holes in the country's coastal security architecture.

"The force already has 65 ships and interceptor crafts/boats under construction. Moreover, the acquisition of 30 helicopters for over 5,000 crore is also underway," said a source. While 16 indigenous Dhruv choppers have already been ordered from Hindustan Aeronautics Ltd, the procurement of 14 twin-engine EC-725 tactical choppers, which can carry up to 30 passengers, from Airbus is in the final stages of approval now.

With Coast Guard also looking for six more maritime multi-mission surveillance aircraft, the force will also get five more air stations/enclaves to add to the nine such establishments already present. "The existing 42 stations (20 were sanctioned after 26/11), under the five regional headquarters at Gandhinagar, Mumbai, Chennai, Kolkata and Port Blair, will also be fully-developed and made 'smart' with better infrastructure," said the source.

"Coast Guard has taken a conscious decision to stabilize its geographic spread in order to also focus on development of critical operational infrastructure like jetties for ships and hangers for aircraft," he added.

With an existing manpower of around 1,600 officers, 9,000 uniformed personnel and 1,200 civilians, the Coast Guard primarily has a non-military maritime security charter, except during war when it conjoins with the Navy for national defence operations.

The force, however, now also acts as the "lead intelligence agency for coastal and sea borders". The 26/11 Mumbai carnage, after all, had exposed the lack of "critical connectivity'' between intelligence agencies and security agencies.

Since then, the Navy and Coast Guard have dramatically cranked up their maritime vigil. Several other measures, ranging from Phase-I of the coastal surveillance radar network to the naval NC3I (national command, control, communication and intelligence) network have been implemented. But much more needs to be done.

NEW DELHI: University of Hyderabad student Rohith Vemula committed suicide of his own volition and the varsity's act of expelling him and four other students from the hostel did not become a trigger for him to end his life, an inquiry commission has said.

The report, that was made public on Tuesday, said Vemula was a troubled individual and was unhappy for several reasons. "His suicide note is on the record which shows that Rohith Vemula had his own problems and was not happy with worldly affairs," the report said. "He was frustrated for the reasons best known to him...He also wrote that he was all alone from childhood and was an unappreciated man. This also indicates his frustration. He did not blame anybody for his suicide," said the report of the one-man judicial commission under former Allahabad high court judge Justice A K Roopanwal, set up by the HRD ministry.

The report also did not find then HRD minister Smriti Irani and BJP leader Bandaru Dattareya responsible for the events. Vemula's death had kicked up a controversy that the disciplinary action against him had been prompted by complaints by BJP leaders.

"If he would have been angry with the decision of the university, certainly either he would have written in specific words or would have indicated in this regard. But he did not do the same. It shows that the circumstances prevailing in the university at that time were not the reasons for committing the suicide," it the report said.

The report also states that Vemula was not a Dalit by caste. The case gained prominence as a "Dalit" issue as protests, mainly organised by Left groups, said that Vemula was a victim of oppression unleashed by the university and BJP leaders.

The report, however, said the university does not have a proper mechanism for redressal of the grievances of students in general and those from the reserved categories in particular. Regarding the disciplinary action taken in the case of Vemula, a research scholar, Justice Roopanwal's report said: "In my opinion, the view taken by the Executive Council was the most reasonable one in the circumstances prevailing at that time. The Executive Council mainly focused that the students should keep concentration on their academic career and not on other things. The leniency shown by the Executive Council itself shows that the university administration was not functioning under any influence or pressure, otherwise there could be no occasion to be lenient or to reduce the punishment recommended by the Proctorial Board."

The report was submitted in August 2016 to the HRD ministry. The UoH's Executive Council in November 2015, expelled five students, all said to be Dalits, from the hostel and barred them access to public places on campus. They were, however, allowed to attend lectures and pursue research. They were punished for allegedly assaulting an ABVP student leader. Vemula committed suicide in a hostel room on January 17, 2016.

The MHRD set up the one-man judicial commission under Justice Roopanwal on February 2, 2016, to probe the circumstances leading to Vemula's suicide. The report states that Ramachandra Rao, local MLC, Bandaru Dattatreya, minister for labour and employment, and Irani, "were discharging their duties as public servants" and did not influence the university authorities.

AGARTALA/NEW DELHI: Tripura Chief Minister Manik Sarkar on Tuesday alleged that Doordarshan and All India Radio (AIR) refused to broadcast his Independence Day address unless he "reshaped" it and termed it as an "undemocratic, autocratic and intolerant step".

There was no immediate reaction from the Prasar Bharati, which runs Doordarshan and All India Radio.

A Tripura government press statement alleged that Doordarshan and AIR had recorded Sarkar's speech on August 12. Yesterday at 7pm, the Chief Minister's office was informed through a letter that his speech would not be broadcast unless he "reshaped it".

The letter purportedly said, "The message of the Chief Minister was closely examined by competent authority. In view of the sanctity of the occasion, the broadcast code and responsibility of the public broadcaster it is not possible to telecast it in the present format."

"However, Doordarshan/Prasar Bharati will be happy if the chief minister agrees to reshape the content making it suitable to the solemnity of the occasion and sentiment of the people," it purportedly said.

The CMO statement claimed, "The chief minister clearly stated that he would not change a single word and described it as unprecedented, undemocratic, autocratic and intolerant step."

Sarkar's speech was supposed to be broadcast today by Doordarshan and AIR in Tripura.

CPM general secretary Sitaram Yechury said Doordarshan was "not the private property" of the BJP-RSS and accused Prime Minister Narendra Modi of "instructing his cronies to black out voices" of the opposition, including that of an elected chief minister.

In a statement, the CPM Politburo said it "strongly condemns the refusal by the Doordarshan and All India Radio to broadcast the customary Independence Day address of Sarkar".

"The Doordarshan and All India Radio had recorded his speech for the occasion. However, they subsequently informed him that the speech cannot be carried as it is and asked him to 'reshape' it," it said.

The party demanded action against those responsible for "prohibiting" the broadcast.

"This is a gross infringement on the right of a chief minister to address the people of his state on Independence Day. This act is reminiscent of the Emergency days and goes beyond as it seeks to gag the elected Chief Minister of a state. The central government is trampling upon the autonomy of Doordarshan/AIR and Prasar Bharati by such acts of censorship," the statement said.

Tagging the tweet, Yechury hit out at the central government saying the channel's alleged refusal to air Sarkar's speech was "illegal".

"PM can pay homilies to cooperative federalism while instructing his cronies to black out voices of the Opposition, including an elected CM.

"If this isn't authoritarianism & undeclared Emergency, what is? This will be fought back by the CPM, people of Tripura and all our citizens," the Marxist leader tweeted.

Foreign leaders extend Independence Day greetings to India

NEW DELHI: A host of foreign leaders, including Canadian and Israeli prime ministers and the Emir of Qatar, on Tuesday extended Independence Day greetings to India.

Prime Minister Narendra Modi took to Twitter to acknowledge the greetings and express gratitude.

"India and Canada enjoy a special relationship with so much in common. My best wishes for a happy Independence Day," Canadian PM Justin Trudeau said on Twitter.

"Our two countries share much in common, including our commitment to democracy, freedom, and the rule of law, and are linked by similar institutions and forms of government. Above all, the success of Canada and India demonstrate that we both prosper not in spite of our diversity, but because of it," the Canadian premier said in a statement.

Israeli PM Benjamin Netanyahu, who shares great personal rapport with PM Modi, also congratulated the people of India.

"Best wishes to my friend @narendramodi and all the people of India on the occasion of India's 71st Independence Day!" he posted on Twitter and shared a picture of himself with Modi.

In response to greetings from Qatar, PM Modi said on Twitter: "Thanked His Highness Emir of Qatar, Sheikh Tamim bin Hamad Al Thani, for his congratulatory phone call this evening on our Independence Day."

Neighbouring countries Afghanistan, Bhutan and Sri Lanka too extended greetings to India on the occasion.

"I would like to congratulate PM. @narendramodi & the great people of India on their Independence Day. Our friendship 'll always remain firm," tweeted Afghan President Ashraf Ghani.

In his response, Modi said, "Thank you my friend, President @ashrafghani for the wishes on India's Independence Day."

Sri Lankan President Maithripala Sirisena tweeted, "Wishing our close friend and neighbour India a very happy #IndependenceDayIndia @narendramodi."
