At stake is control of the Senate, which will also determine how much President-elect Joe Biden can accomplish legislatively.

GEORGIANS ARE HEADING to the polls on Tuesday to vote in two highly competitive runoff elections that’ll determine control of the Senate, the power or limitations of a Biden presidency and the overall political dynamics of an evolving battleground state.

The double Senate runoffs are the first major contests since the November elections, and Democrats are trying to repeat their success in the traditionally red state to flip two seats. The Senate races, which are the most expensive ones in U.S. history, will also show whether the political realignment in Georgia has any staying power as demographic changes continue to reshape states across the Sun Belt.
All Eyes on the Georgia Election

Democrats need to win both runoffs in order to gain control of the Senate, while Republicans only need to prevail in one to keep their majority. The fate of the Senate will also determine how much President-elect Joe Biden, who won Georgia by nearly 12,000 votes, can accomplish legislatively. If Democrats win both runoffs, the Senate will be a 50–50 split where Vice President-elect Kamala Harris would cast any tie-breaking votes, though both parties would still need to work out a power-sharing agreement.
For Republicans’ part, they’re looking to keep both seats in GOP hands in what they define as a last line of defense against a Biden presidency and a Democratic-led House. Republicans currently hold a 51–48 seat majority in the Senate with GOP Sen. David Perdue of Georgia’s seat vacant.
Since none of the candidates achieved a majority of the vote in November, both races moved to runoff elections and kept the Senate majority in limbo for months. In the regular election, Perdue faces off against Democrat Jon Ossoff, who previously ran in a competitive House race in Georgia’s 2017 special election. The other race is a special election to fill the remaining two years of former GOP Sen. Johnny Isakson’s term, where Republican Sen. Kelly Loeffler is seeking to fend off a challenge against Democrat Raphael Warnock. The winner of that race will need to run again in 2022 for a full six-year term.

Results will start trickling out after polls close at 7 p.m. Eastern Time, but if the races are close like the ones on Nov. 3, it could be days before both runoff elections are called.

There’s been little reliable polling for the runoffs, but surveys in both contests suggest close races. While Democrats had a good night on Nov. 3 at the top of the ticket, more people cast votes for Republican than Democrats in both Senate races — showing the difficulty that remains for Democrats in Georgia. Republicans have also historically outperformed in the state’s runoffs.
In the lead-up to the elections, Georgia saw a surge in early voting as nearly 3.1 million people voted early in the runoffs — about 40% of registered voters in Georgia — according to the U.S. Elections Project. While it’s hard to determine which party benefits more from the record early turnout for a runoff election, breakdowns of early voting indicate some promising signs for Democrats, though Republicans tend to make it up with in-person voting on Election Day.

The Senate runoffs resembled the contours of the national political landscape as Republicans and Democrats closely aligned to the standard-bearers of their respective parties.
Perdue and Loeffler continued to stand by the outgoing president and his efforts to challenge the November election results in Georgia and other battleground states around the country. But while they rarely diverged from Trump, the two GOP senators largely made their cases by arguing that Republican control would stop Democrats from enacting their agenda, which they have likened to socialism.
Democrats, meanwhile, rallied around the push for greater stimulus checks — first for a second round of $1,200 payments and then increasing the amount to $2,000, which had buy-in from Trump. Stimulus checks became a major wedge issue during the runoff campaign as Democrats needled their GOP opponents over their opposition to an amount larger than $600. Perdue and Loeffler ultimately supported $2,000 checks days after Trump’s public push for them.
The high stakes of the runoffs were underscored by the 11th-hour campaign trips on Monday evening by Trump and Biden, who held dueling rallies to bolster their respective candidates.

At the GOP one, Trump propped up both Loeffler and Perdue but also kept up his fight against the Nov. 3 results as he continued raising disputed claims of voter fraud and his ongoing push for Republicans to challenge the certification of the Electoral College vote in Congress on Wednesday. And he sought to preemptively sow doubt in Tuesday’s runoff elections.
“The fact is we won the presidential election — we won it big. And we’re going to win tomorrow,” Trump said at the Monday night rally. “The Democrats are trying to steal the White House. You just cannot let them steal the Senate.”
Trump’s barrage of attacks hit a fever pitch in the days ahead of the runoff when Trump held a controversial and legally dubious call with Republican Secretary of State Brad Raffensperger to help him “find 11,780 votes” that would overturn Biden’s victory in Georgia.
Republicans have raised concerns about Trump’s rhetoric on the election and his relentless criticism of elected Republicans in the state, hoping that GOP voters don’t sit out the runoffs because of mistrust over the state’s election system.

While Trump continued to blast the results of the last election, Biden largely stayed out of the fray on the eve of the runoffs, only indirectly referring to the president’s interference.
“Politicians cannot assert, take or seize power,” Biden said Monday night alongside Ossoff and Warnock. “Power is given, granted by the American people alone.”
