I can solve the argument that if we impose a post limit they will just make more accounts right now.

Restrict payout awards to verified accounts where the user has uploaded an ID and Selfie to prove their identity similar to how many crypto exchanges do it.

    Very good suggestion indeed , however they will attack that steemit is no longer decentralised and uncensored!!! hahahah , such people always have reasons to justfy their actions/greed.
