Sounds like an oxymoron of sorts but according to the Wall Street Journal, that’s exactly what’s going on south of the border. El Chapo’s old Sinaloa Cartel is prohibiting the production and trafficking of fentanyl due to pressure from U.S. law enforcement. Apparently every other drug is fair game, though.
