Senate Takes Up Virus Relief Bill

The bill backed by President Joe Biden is expected to undergo major changes like the removal of Democrats’ key priority to raise the federal minimum wage to $15 an hour.

THE SENATE WILL consider a $1.9 trillion coronavirus relief bill later this week as Democrats seek to pass the wide-ranging rescue package into law less than two weeks before federal unemployment benefits expire.

After passing the House early Saturday in a nearly party-line vote, the Senate will now take up the bill backed by President Joe Biden, though it is expected to undergo some major changes like the removal of Democrats' key priority to raise the federal minimum wage to $15 an hour.

Once under consideration, the Senate will debate the bill and hold a marathon session, which typically stretches late into the night, to vote on amendments. The exact timing of a vote on final passage, however, is unclear.

"The Senate will take up the American Rescue Plan this week," Senate Majority Leader Chuck Schumer of New York said from the floor on Monday. "I expect a hearty debate and some late nights, but the American people sent us here with a job to do: to help the country through this moment of extraordinary challenge."

As the mammoth bill makes its way through Congress, the minimum wage hike has become one of the biggest flashpoints, particularly among Democrats.

The Senate parliamentarian ruled last week that the minimum wage increase can't remain in the coronavirus relief bill under budget reconciliation – the process Democrats are using to pass the rescue package with only a simple majority and circumvent a 60-vote legislative filibuster.

On top of that, at least two moderate Democratic senators opposed a $15 minimum wage, which would have threatened the COVID-19 bill. In a 50-50 Senate, Democrats need all of their senators to stick together and can't afford any defections if no Republicans vote with them. Vice President Kamala Harris would cast the tie-breaking vote.

After the parliamentarian's decision, two Senate Democratic committee chairmen proposed other ways to raise wages through more indirect channels: levying tax penalties on large corporations that don't increase them, while incentivizing small businesses to do so through income tax credits.

But with an overall unwillingness for the vice president to overrule the parliamentarian's decision and no real movement on the backup plan to impose taxes on corporations, the push to include a minimum wage hike in coronavirus relief appears all but over.

Once changes are made, the amended Senate bill would need to go back to the House for another vote before it reaches the president's desk for his signature. Democrats are trying to accomplish all of that before March 14, which is when enhanced federal unemployment benefits of $300 a week will run out.

As of now, Democrats' relief bill boosts those benefits up to $400 a week and extends them until September. Other measures in the package include $1,400 stimulus checks, $350 billion in state, local and tribal aid and billions of dollars more in funding to reopen schools, help small businesses and expand testing and vaccine operations.

Aside from minimum wage, the Senate is looking at other potential big changes as moderates push for more "targeted" relief. One of those areas could include lowering the thresholds to qualify for the $1,400 direct payments. Under the current bill, individuals who make less than $75,000 will receive checks, as well as couples who earn under $150,000.

With no House Republicans supporting the measure last week, Democrats are unlikely to win much or any support from GOP senators. Republicans have balked at the $1.9 trillion price tag, while some are more open to targeted relief.

They are also criticizing the approach taken by Democrats to pass additional relief, noting that a series of relief bills advanced last year garnered overwhelming bipartisan support in both chambers. Biden has met with GOP senators to find areas of compromise on COVID-19 relief but both parties have dug in, further solidifying Democrats' reliance on budget reconciliation.

"This time, Democrats have chosen to go a completely partisan route," Senate Minority Leader Mitch McConnell of Kentucky said Monday. "The bill contains all kinds of liberal spending on pet projects with no relationship whatsoever to pandemic relief."
