Retrospective legislation will be introduced to Queensland's Parliament to stop Rockhampton man, Chris "Pineapple" Hooper, becoming the city's next mayor.
Under new local government laws introduced last year, the anti-Adani activist - who came second in the last local government elections - would have become Mayor following Margaret Strelow's resignation on Monday.
The current legislation states a mayor or councillor would be replaced by the next highest polling candidate if they were to die or resign in the first 12 months of their term.

"It sounds like a bit of a mockery," he told 9News.
"They've done that stuff before and they'll do it again."
Ms Strelow was re-elected in March but resigned after the Councillor Conduct Tribunal found she failed to disclose a "personal hospitality benefit" received from Adani during a business trip to India in 2017.
Mr Hooper was the runner up of the two-candidate contest with 31 per cent of the vote.
He told 9News he wasn't sure if he would run in the upcoming by byelection.
"I don't know yet I'll just have to leave that with me to let me filter it up there," he said.

But today, Local Government Minister Stirling Hinchliffe said that new legislation, which would see a by-election triggered instead, will be introduced as soon as possible.
"Once the new parliament is sworn in, the Palaszczuk Government will introduce and pass a bill to retrospectively amend the Local Government Act," he said in a statement.
"I have received advice that should this be completed at the earliest opportunity, any vacancies to any mayoral or councillor positions that have recently arisen will need to be filled through a by-election."
