Don't bring strawman arguments into this, its well known that these terrorists even the people who fund them admit use civilians as human shields. This picture was taken by terrorists as well so there is no telling if any trickery done which they have done in the past. Regardless, its either these people starve from the terrorists holding them captive or face crossfire and have a chance of liberation.
