actually they do.
they don't want foreigner to live there in general
the ones that they do allow residency have basically NO civil rights.
they are walking a thin line.
break the rules and they are deported immediately.
(according to a guy who lives there)

Japan is not a country of immigrants?
oh really? I thought the birthplace of mankind was africa.
