My mission control finally upgraded to level 1!
So now I've used the deploy mission option to send two explorers across to my Beta planet and I'm sending out explorations from there - two at a time.
The next mission control level is not much more expensive so I've put that straight on to upgrade. Soon I should have a whole fleet heading out towards deep space!
