The technology already exists and has been deployed for complete surveillance, in real time, from existing cameras, both government controlled and civilian owned. ARGUS even has a Wikipedia page. The reason behind desiring unmanned drones is to allow the same use as overseas, targeted executions, crashing wedding parties and funerals, etc.
