I based on illustrating a subject who's holding a wheel in its own center to determine luck.

According to Persona 3, which uses the tarot topic to build the story:

"The Fortune Arcana is portrayed by the Wheel of Fortune and symbolizes fate, luck, fortune and opportunity."
