I have some fear that the former "flags" today downvotes, will be used to demonetize post for ideology but not for its quality.

Is there any protocol use of the downvote? Or is it left to the discretion of the users? Because when it was a red flag, the meaning was understood as denouncing inappropriate content or content that fulfills the rules and this sense was now lost (in my opinion).
