Challenge 1: The Privacy Breach Detector.
Privacy Breach Detector
When making datasets available, governmental organizations are afraid of revealing personal data because large amounts of data can be combined. In order to test whether this is the case, a 'privacy breach detector' could be developed that gives an alarm signal when the dataset that the organization wants to unlock is added to the detector. This detector is already equipped with a large number of datasets and will indicate whether the new dataset contains extra information that can lead to the disclosure of personal data. This detection is a reason for the organization not to make the dataset available, or to make it available in an adapted form.
**Challenge: **When making open data available, there are datasets that can lead to the disclosure of personal data by combining multiple datasets. Could we create a mechanism to prevent privacy breaches, when releasing new open data in an existing data field in compliance with GDPR?
Challenge 2: Next Gen Digital Identity.
Creating a potentially Dutch government-backed next generation digital identity, for adoption in all of Europe, where the citizen, not the government, is the starting point. The Dutch Ministry of the Interior is challenging you to come up with a truly new approach for a trusted and easy enrollment (from a real-world identity like a passport) to digital identity.
For a real-life test on a substantial scale and, if successful, for the Dutch government to confirm and announce that the solution is fitting for private-markets throughout Europe, the solution must potentially work on all common devices owned by the public, must empower the citizen (user) to have control over its own attributes and the level of the system/bridge needs to be 'substantial' (level 3, eIDAShttps://eur-lex.europa.eu/legal-content/EN/TXT/HTML/?uri=CELEX:32015R1502&from=EN).
