Its not about rewarding popularity.

Alternatively, how many male-directed films earned a billion dollars and didn't get a best-director or best-picture nomination?

Answer: NEARLY ALL OF THEM.

The Academy has NEVER awarded films purely because of box-office performance. It's literally why the Golden Globes just had to invent a new category, and it's one thing hotly debated in the industry regarding the Oscars. Purists (with whom I'm about 75% in agreement) want the Oscars to be about professionals rating their peers on more stringent standards, rewarding people at the peak of the art and craft of filmmaking as opposed to rewarding popularity.
