Broward Schools Superintendent, General Counsel Arrested Amid Grand Jury Investigation Of Stoneman Douglas Shooting

Also arrested Wednesday was Barbara Myrick, the school district’s attorney. Myrick, 72, is accused of unlawfully disclosing grand jury proceedings, a felony. Her indictment also did not disclose details. It could not be immediately determined if she has an attorney. One Broward administrator was previously arrested for allegedly rigging contracts with vendors and accepting bribes. He has plead not guilty.
Runcie came into the national spotlight after the massacre when some parents criticized him for programs they felt had been lenient toward the shooter.
Runcie, by a 6-3 vote, survived a 2019 motion by the school board that sought to have him removed. The attempt was led by Lori Alhadef, who was elected to the board after her 14-year-old daughter, Alyssa, was killed in the shooting.
The superintendent’s critics said crimes, bullying and other school problems were routinely underreported by Stoneman Douglas and other district schools and few did voluntary security assessments. Stoneman Douglas reported zero incidents of bullying among its 3,200 students between 2014 and 2017 and three incidents of vandalism, for example.
Another target of criticism has been the district’s Promise Program, a student disciplinary system Runcie instituted shortly after he became superintendent. Under Promise, students who fight or commit petty vandalism, theft, harassment or other minor crimes, are referred to an off-campus site for up to 10 days instead of the courts.
Critics say Promise created a lenient atmosphere that allowed shooting suspect Nikolas Cruz to briefly attend Stoneman Douglas a year before the massacre despite a history of fights, threats and behavioral problems. The district says while the program needed changes, it was a success overall.
According to the New York Times,
In Broward County, the shooting cast a long shadow over the sheriff’s office for its botched response to the massacre, and the school district for how it had previously dealt with the suspect, Nikolas Cruz, a former Stoneman Douglas student, and other students with troubling behavior in school. (Mr. Cruz is in jail awaiting trial for capital murder.)
The families of some of the school shooting victims have sued the sheriff’s office and the school district, claiming negligence and seeking potentially millions of dollars in damages. Some of the families also led an unsuccessful attempt to have Mr. Runcie fired. The school board now includes two victims’ relatives: Lori Alhadeff, who lost her 14-year-old daughter, Alyssa, and Debra Hixon, who lost her husband, Christopher, who had been the athletic director at Stoneman Douglas.
Broward County Public Schools, the nation’s sixth-largest district, has a long history of mismanagement and corruption scandals, many of them related to school construction. More than a decade ago, a school board member served prison time after taking bribes from undercover agents posing as contractors.
In January, the authorities arrested Tony Hunter, the district’s former chief information officer. The grand jury, which is based in Broward County, charged him with bid tampering and unlawful compensation by a public official after he was accused of steering a $17 million technology contract to a friend. He has pleaded not guilty.
The grand jury was impaneled to investigate possible wrongdoing in school districts statewide, including if refusal or failure to follow school safety laws put students at risk; if districts have committed fraud by accepting state funds conditioned on safety measures without putting them into place; and if districts have diverted funds from bonds for school safety for other purposes.
The grand jury was also empowered to investigate where districts are “systematically underreporting” incidents of criminal activity in schools, a contention some parents of Parkland students made after the shooting. Mr. Runcie, who was hired by the school board in 2011, had championed ending so-called zero tolerance policies that resulted in the suspensions and expulsions of many students of color.

Mayor Rahm Emanuel’s last hand-picked schools chief plead guilty to wire fraud in federal court Tuesday before apologizing to the children, teachers and families of Chicago.
As reported by the Sun Sentinel,
Agents of the Florida Department of Law Enforcement arrested Runcie, 59, for testimony he gave to the grand jury on March 31 and April 1. Myrick, 72, is accused of improperly sharing grand jury information between March 31 and April 14.
Runcie’s indictment says he gave untruthful testimony before the grand jury, and it lists four areas the panel was focusing on:
Whether refusal or failure to follow the mandates of school-related safety laws, such as the Marjory Stoneman Douglas Public Safety Act, results in unnecessary and avoidable risk to students across the state.
Whether public entities committed — and continue to commit — fraud and deceit by accepting state funds conditioned on implementation of certain safety measures while knowingly failing to act.
Whether school officials committed — and continue to commit — fraud and deceit by mismanaging, failing to use, and diverting funds from multimillion-dollar bonds specifically solicited for school safety initiatives.
Whether school officials violated and continue to violate state law by systematically underreporting incidents of criminal activity to the Department of Education.
The South Florida Sun Sentinel reported in December 2018 that countless crimes that take place on school campuses are never reported to the state, defying state laws and leaving parents with the false impression that children are safer than they are.
The failure was among a string the school district hid in the months after the Parkland shooting, sometimes at Myrick’s instruction, the newspaper found.
The grand jury’s primary focus was to review school safety in the wake of the shooting, but it has expanded its scope to include corruption and mismanagement in school district operations.

I am not disagreeing that marriage is good and solid families should be encouraged, just interested in the phrasing and how it may have evolved.
