专制与民主，恶人与凡人

每个人都是独立的个体，每个体制内的群体里，都有良知泯灭的恶人，和良知尚存的凡人。
专制，让恶人作恶收益最大化，让凡人行善成本最大化。
民主，就是要让恶人不能再作恶，让凡人不需要作恶。
恶人如果能痛定思痛，反戈一击，还是要给机会，即便他只是为了活命。
凡人如果犯下恶业，揭露就是为了拯救。
