You sit pat while you can do something.
I do my part, and if a big enough portion of the populous did their part, people like him would have to find a different platform.
Not being able to completely zero his rewards is not a complete failure, it still slows him down and prepares him for the next big hit.
He got flagged by quite a few whales and orcas in the past, and with his type of personality, will never achieve maximal speed of growth here, despite his blatant abuse.
