I ran into this on BitShares recently. When I checked my clock settings I discovered I had disabled automatic NTP time synchronization. Once I turned that back on I had no issues.
Every operating system is different in how those settings are presented to their users. My best suggestion is to google ntp or "computer time" for your Op. Sys. on how to set the computer's time automatically.

Thx for your suggestion. I had checked that prior to posting. I am in Portugal atm and adjusted my computer accordingly. West European Summer Time. My phone adjust automatically to the network time and my laptop is also syncing again with NTP.

Having an issue creating an account on the test net. The create account page is letting me enter an account name, and I copied the password over to the password box, but the button to create account keeps loading with a spinning circle, without making the account. How do I fix this?
