There's one non military way to protect anything, anyone or entire country against criminals, gangs or invading governments and that's the crypto currencies.
There's an algorithm developed that works on crypto keys issued on demand to everyone who wants to predict the timing of someones death.
Assassination fund is collected unanimously under any target name and all people threatened by the target donate as much as they can. The amount can be unlocked only with the key that predicts the timing of the assassination so it's completely anonymous who collects the money as long as majority of the fund raisers confirm the timing of the assassination and it authorizes the key.
Think about any president, army general, minister etc. and imagine there's growing price on their head that goes as high as the people feel threatened.
Let's say there's a peacefull country invaded by much bigger aggressive imperialist, and there are 20 million angry people all over the world donating £20 each. That's £400 millions, and if the amount isn't tempting enough, those 20 million will continue to fundraise until the target get hit by their own closest friends and bodyguards. That means every warlord declaring "humanitarian" wars and bombing for peace, will have to think more than twice before putting ever growing hundreds om millions price on his head. No more untouchables!
Personally I like the Switzerland's approach where everyone is armed to the teeth and everybody keeps full army gear in their house. You can't invade such decentralization by air strikes you can only invade door by door fight and these swiss have their ground prepared as swiss cheese of underground tunnels and bunkers.

Imagine for a moment that you somehow offended some dicktator-in-charge to the point where he added your name to the list.
Some religious movement somewhere might begin assassinations of those who do not comply with their version of justice.
When you use such a device then you begin incorporating whatever it is you are opposing.
The circles of violence devour their own children.
