The intent of Section 805 of the Patriot Act is to prohibit material support or resources to any organization that the Secretary of State has designated as a organization. 18 U.S.C. 2339B prohibits "providing material support or resources" to an organization the Secretary of State has designated as a "foreign terrorist organization." The material support ban was first passed as part of the Antiterrorism and Effective Death Penalty Act of 1996 (AEDPA). The provision’s purpose is to deny terrorist groups the ingredients necessary for planning and carrying out attacks. Congress was concerned that terrorist organizations with charitable or humanitarian arms were raising funds within the United States that could then be used to further their terrorist activities. The provision outlawed any support to these groups, irrespective of whether that support was intended for humanitarian purposes.

I think Trump wants to be Duterte. Seriously, Duterte is very strict in his moves against Daesh and he doesn't take no chit. He has stood up for the Phillipines and for himself on many occasions in the International arena. He has the support of his people because he is seen to do what needs to be done to preserve their heritage and culture and way of life. I am not familiar with the actual living standards in the Phillipines, but it is hard to equalize a standard when the cultures that propel the individual to reach certain levels or to own certain things comes from the attitude of the society in which they live. I have had family who lived for extended periods of time in Central American countries and Asian countries and they tell me that the people there do not go by the same standards as we do, so their living standards could pretty much equal ours in so much as the life they lead on a daily basis. My point being, that Duterte develops his country and tries to enrich the people at the same time, without making elaborate backroom deals like his predecessor did. He wants to rid his country of terrorists and drug dealers, and he shows them the same regard for life as they do, when it comes to punishing them for their crimes. He could care a hairs lick of they have suffered for being a terrorist, he knows who they are and what they intend to do and no one except the people of the Phillipines will be able to dissuade him from his course.

Trump wants the same thing, but he has the Deep State against him, if Trump can deep six the Deep State, America and the rest of the world are in for some as Bruce Springsteen might say, Glory Days!

As a politician, Trump cannot be like Duterte. Duterte won by landslide. Trump just barely. Duterte is an achiever as president. Trump is a lame duck. Duterte did and still doing what he said during the election. Trump was bought, sold out and forgot everything the people voted him for. Trump wants to meet Kim Jong Un? Duterte went and talked to Xi Jinping and Putin. MSM can't make scary boogeymen out of them anymore. Yes, the cultural, moral and living standards are different.
