National Privacy Commission assures people on National ID

The National Privacy Commission assures the public that the proposed national ID system will be secured. I'm still cautious and skeptical as they mostly cited provisions of punishment in case of breach but were not able to express how they aimed to prevent data leakage or whether they have had the system tested by security experts.

Am I just missing those?
