Bad Brake Caliper On My Sisters Minivan

Took the wheel off of my sisters minivan and noticed that the drivers side caliper was not working. I bleed the entire system put a new caliper and the breaks are still weak. I think it might need a new Master cylinder. What do you guys think it sounds like?
