The story behind this picture:
I would say that the fan milk cart guy wants to sell his milk to the passing car drivers. But he is still waiting for the cow to resupply his stock. And he has been waiting for hours, (probably a French cow) and now it's getting dark and the milk guy is considering of changing his business to becoming a Uber taxi driver ;)
