Interesting plant I saw yesterday

Does anyone know what type of plant this is?

I saw it on my travels yesterday and just had to snap some pictures of it. I've never seen anything like it.

I think it maybe Mullein or Aaron's rod from googling it but I'm not sure. Anyone else know?
