Hard to tell, Looks like Aphids and scale maybe... Do you have a local garden center that sells lady bugs? They'll enjoy the hell out of those aphids and then fly away to find another snack!

personally i like them, they dont seem to do any visible damage to the rose plant :), but they are gone now sadly, o well im sure they will be back when seasons are right again
