It is from the page of the link I mentioned above you must accept the invitation to join PALnet on Discord and then sign in to Discord or create an account if you haven't singed up before.
Once you login in you will have access to the minnow support project which is called PALnet on Discord. This is a live chat room. You will need to register to be able to use the upvote bot. Go to the start here tab to find out how to register. There are moderators there that will help to guide you through the process. I'm not able to get on right now but there are many helpful people there. Go do it as soon as possible.

Great! Yes you can use minnowsupport tag but don’t use it as your first tag. The first tag can never be changed because it is part of the url for the post. Maybe you can acknowledge the minnow support project in the post at the end and this will justify the tag. The first tag should be specific about the content of your post. If it is about photography, poetry, cryptocurrency, etc. if you are not honest about tags you can be flagged because it could be considered spam. It will also not help you to earn upvotes.
