Those nutjobs in costumes will practically attack tourists expecting tips. I tell ya, if I could carry a gun around them, I would.

You must have looked at one then. See, they should know the locals won't even look in their direction. If you totally refuse to acknowledge their existence and continue moving, they usually won't run you down. Of course, this is not fool-proof.
You have to use the exact same strategy on those flyer-in-the-subways or streets people. I also apply it to the chinese-menu-under-the-door - stack those babies up outside the main buzzer door, don't look at them, don't touch them.
