I've been fortunate that this is not an issue for me. There are special training collars for these situations and unfortunately you are going to have to brute force a little bit and mix in negative and positive reinforcement. The dog needs to understand that you are the alpha, and at times this might involve being a little bit rough with them. In the end, abandoning walks is the wrong move and so is just letting them run wild.
Dog owners need to be patient and persistent. With time, any dog can be trained. Like the old saying goes: There is no such thing as a bad dog, just bad dog owners.
