'The Sign Says'
The sign says: 'No Shit'. As if we wouldn't understand the message from the image alone. :D Even if it was primarily meant for the dogs, it is not pointed out, so the photograph easily falls in the 'funny' category. Observers may easily think that people actually take dumps on the children's playground. :D
Just a funny image, no huge art involved except for the composition with leaves creating a 'hole' toward the sign in the background. The red strongly stands out among all the greens.

In communication we know that sometimes the image is used to reaffirm a message or make it clearer! Let's remember that there are illiterate people! It is obvious that the message is very clear here.
