Looks like the compound across the street used to be a Military base for Uruguay, but they relinquished control (to the UN?) in 2015, just before / or as the prison was starting construction:

There are a few based ground photos in Google Earth (check 'Photos' layer) which show UN vehicles on the road near the prison

Yes, this must be the location for Fort Liberté Prison, well done.
The compound across from the prison is interesting. Is this the "Battle of Stones" base?
It appears from what i gather from the article you linked that the Uruguay troops are UN deployed / MINUSTAH forces. Very likely Dyncorp trained.

Google Maps labels it "Base Morne Casse". Looking at the 20 different Google Maps photos many/most of the ground buildings are UN labeled:
