My guess: awaking from a drug induced sleep to be woken by a police officer, only to be set free even though you are in possession?

The war on drugs - "I'm not sure if we're civilians within this war"

The lion/Police officer approaching, with handcuffs ready - "helplessly watch as the lion taps the glass.
Accusations fell from his salivating tongue,
with legs ready to pounce and a steel doggy bag
that could easily fit around my wrists."
