Heart-Wrenching Video: Starving Polar Bear on Iceless Land

Watching that Polar Bear so weak and starving is breaking my heart. I wonder why it is illegal to feed a Polar Bears. Why can't they help that Polar Bear first instead of taking a video of him/her while dying? I think the problem is not the climate change, it's the people who has no heart to save the dying animals.
