Is it time to introduce a guilty until proven innocent policy?

Those members of society not only authorized, but required to carry tools of mortality on their persons as part of their job description have to be held to a higher standard. These documented cases of police abuse, torture and murder that are driving reforms are only the tip of the tip of the iceberg, 1% of incidents where excessive force is used under cloak of immunity, lack of "credible" witnesses and evidence, and other seeds of doubt.

I propose the best way to insure that cameras are turned on and pointed at well-lit actions is to make peace officers GUILTY UNTIL PROVEN INNOCENT when citizens are injured, killed or suffer from lack of adequate care in custody or during detainment. The gross asymmetry in legal and physical protection is a root cause of power abuse tactics (many "policing tools" ranging from tasers to kevlar vests and armored vehicles are illegal for citizens in many cases).

We need to legislate and enforce the basic principle that authority can never be separated from commensurate responsibility. Police are given the authority to act as judge and jury, meting out capital punishment even in states where it is banned. This SUPER-JUDICIAL AUTHORITY needs be balanced by SUPER-RESPONSIBILITY.
