This goofy-looking, foureyed, blubbermuffin in the cop uniform, would be totally incapable of chasing after someone or apprehending a violent criminal. He is obviously unfit, and he has poor posture, like a stroppy teenager. Look at the way his shoulders slope and his arms swing around his big belly, like an agitated monkey. He has the physique, body language and posture of somebody that is probably lucky to land a job of any description. Very concerning that people like this are able to occupy positions of authority.
