Cops Promoted, Get Golden Parachute for Stomping Handcuffed Man’s Head on Video, Covering It Up

Hartford, CT — Last year, police released dash camera footage of a controversial arrest — showing an officer in street clothes walk up to a handcuffed suspect sitting on the curb, and kick his head into the ground — it hit so hard, it bounced. Several other officers were also involved in attacking two restrained suspects. They admitted to doing it and covering it up, and now, two of them are being promoted while another gets a golden parachute.

Officers Steven Barone and Detective Christopher Mastroianni, who were recently punished for excessive force and lying on police reports, were just promoted to sergeant last week. What’s more, the officer seen on video stomping a suspect’s head, Sean Spell, who was arrested for his role in the attack, was allowed to quietly retire and avoid all accountability.

A few years back a couple of detectives browbeat a teenage girl into a false confession to murder in my city. She spent several years in prison until she finally got out on appeal. The lead detective was promoted to the head of internal affairs after. The lawsuit cost the city millions. The city tried to even countersue her lawyer claiming he should have been able to get the false confession thrown out.

It feels like these things happend just yesterday when we talk about them and thay reopen old wounds but it's ome of the most important issues facing this counrty right now. Keep on standing up!

as long as we prohibit drugs and have racist and restrictive gun laws and cops have to enforce those two policies we will continue to see these problems.

I agree for the most part. The first thing we all can do is try to explain to as many people as possible what it means when they say "we should pass a law!". what they are really saying is I want a cop to put a gun to anyone's head that stands in the way of me getting what I want. They can't hide behind saying I want a fine because ultimately the person they're targeting doesn't or can't comply it's a boot to the throat for them.

or more likely a larger fine.

That's what I mean, a bigger fine, then a loss of license and so on. the police and the state can and will keep escalating the threat until someone gets hurt. An unpaid speeding ticket can lead to a person locked up or worse if the person doesn't comply

Nope, it can't lead to anything worse than incarceration, unpaid tickets are not a capital offence and we don't have corporal punishment here.

well that is the point though. they are not supposed to use capital force but hardly ever get held accountable when they do. this is about a video of people getting their heads stomped in after all. Bottom line is police have the ability to escalate any encounter to the point where a person can get killed. They are trained to use whatever force required and that means shooting people at traffic stops sometimes. that has to change or we need to see the police for what they are, cold blooded killers stalking the streets.
