Um dos conceitos que sempre me deixaram com uma pulga atrás da orelha é o tal do dinheiro público. Porque na minha visão de mundo dinheiro é a principal razão de ser de todo mundo acordar cedo todos os dias pra labutar. Então é algo muito desejado e almejado, todo mundo gosta, e antes de tudo, necessita, para si e para as necessidades básicas de sobrevivência da sua família.
E é por isso mesmo que existem bancos, cofres protegidíssimos. Quando transportados são transportados por carros fortes, etc…
Mas de repente, esse objeto ultra desejado passa a ser “público”, sem dono, “ao relento”.
A natureza humana não é de tratar o que não é seu com o mesmo zelo com que trata aquilo que lhe pertence. Uma bela colocação sobre isso e que eu acho perfeita foi feita por Milton Friedman:
“Há quatro maneiras de gastar dinheiro. Você pode gastar seu próprio dinheiro consigo mesmo. Ao agir assim, você presta bastante atenção no que está comprando e tenta fazer com que o dinheiro renda o máximo possível. Você pode também gastar o seu dinheiro com outra pessoa. Por exemplo, posso comprar um presente de aniversário para alguém. Nesse caso não darei tanta importância ao teor do presente, mas prestarei bastante atenção ao custo. É possível também gastar o dinheiro de outra pessoa comigo mesmo. Fazendo isso buscarei ter um ótimo almoço! Por último, posso gastar o dinheiro alheio com um estranho. Nesse caso não me preocuparei nem com o valor nem com o que comprarei. É assim que funciona o governo. E significa cerca de 40% da riqueza nacional. Milton Friedman em entrevista à Fox News em 2004.
Não quero dizer que o dinheiro público não seja necessário. Mas que ele tende a ser muito mal gerido, pelas suas próprias definições e levando em conta a natureza humana. Então a conclusão que chego é que sempre teremos a necessidade de dinheiro público e gestor público dessas verbas, porém acho que ele sempre será pior gerido que o dinheiro privado. Pra mim sempre que possível o dinheiro tem que ter dono, e ficar na mão de quem trabalhou e suou pra consegui-lo. Porque afinal de contas:

Boa questão colocada. Além do fato do que não é da pessoa não ser tão bem gerido quando é, penso que uma empresa privada, tem como premissa principal o lucro e a empresa pública é a "prestação de serviço". Para lucrar, é necessário cortar o máximo possível de custos e conseguir o máximo possível de receita. Como empresas privadas precisam fazer isso, praticam melhor gestão do dimdim.
Imagino que deva existir um equilíbrio, uma sociedade toda privada criará um ambiente competitivo terrível onde apenas o mais forte sobreviverá. E mais forte não é o mais íntegro, geralmente é alguem com traços de psicopatia que puxa o tapete dos outros no trabalho. Do mesmo modo, se for apenas o meio público, criará um sistema que a liberdade indivual não será respeitada e as pessoas tenderão á serem mais "moles".

Entendo seu ponto de vista, mas não se esqueça que o Estado não é um "deus" justo, mas apenas uma instituição humana formada por humanos gananciosos e sedentos por poder e riqueza. Eu acho que a ideia de chamar de dinheiro público já está errada por criar um distanciamento. Deveria ser nosso dinheiro, ou algo do tipo, afinal o dinheiro é o montante do teu, do meu e outros que pagam os impostos.

Também defendo que tudo deva ser privatizado, o máximo que se puder. Porque além de o privado ter dono e por isso mesmo ser mais bem gerido, também tem concorrência que força os serviços oferecidos a serem ainda melhor. Já no setor público o dinheiro é "sem dono" e normalmente é monopólio, até mesmo porque nada público sobrevive sem monopólio, tamanha é a ineficiência comparada com o privado.

Pois é. Os serviços/produtos privados precisam continuar provendo produtos/serviços com qualidade por preços acessíveis ou vão perdem clientes e consequentemente terem que fechar as portas.
