The crying and whining is an explicit attempt at masking the real horrors of what his buddies are doing; Trump is the front of fascism. His tears not only shift the conversation to one of "How could they do this" rather than one of "Why would someone do this" but additionally place the mental processing power on thinking of the emotions of those creating this fucked up system rather than those suffering from it.
