Well, it is simple.
You take the Constitution of the United States of America and you adjust the wording to it is more obvious that the Constitution limits the Federal government on purpose. You include in Article 1 a paragraph

All laws must point to the specific portion of the Constitution that allows for the law and should also reference the Federalist and Anti-Federalist papers that backup the qualification of that law. All laws should contain no more words than the length of the Constitution and be for ONLY what is mentioned in that law.

Also, Article 1 should include

No person shall be elected or appointed to any Federal position or positions for the combined total of 12 years.

In Article 2 there needs to be a clarification

As in to that no person who resides in the seat of the President shall be influenced by other systems, the requirement of Natural Born means that both parents must be U.S.A citizens at the time of birth and birth must take place within the U.S.A.

Article 3 should be updated to adjust the appointment of judges

Appointment shall be for 20 years or until appointment is removed due to bad behavior

Start there and you end a ton of Federal interference and laws and such that have caused most of the issues in the U.S.A.
