Abstract:
detalonism – the decentralized tax allocation system and next evolutionary phase of democracy.
The following outlines what a detalonist system would look like at the local level of democratic governance. Included is a viable local election platform strategy to take hold of a local government and implement a detalonist system. A distributed ledger system called TaxTracker is created such that when tax dollars are paid, a stablecoin (cryptocurrency) is created in the exact value of the amount of tax paid (for example NZDtax). Once all tax dollars paid are in crypto form they are 100% trackable and traceable. Users can link their NZDtax to an account, even anonymously if they choose, and track exactly what happens to their NZDtax. NZDtax use as a whole can also be tracked and observed. When a decision is made to use NZDtax (for example, pay a school teacher their wage), the NZDtax tokens are changed back into NZD and then the tokens are burned (thus all NZDtax are single use tokens). Privacy issues are explored in depth later, but for example, NZDTaxes used with businesses will provide the business names as open and public knowledge. The use of NZDTaxes are tagged with TaxTags, similar to hashtags, making searchability of their use, easier. Such a system will prevent corruption (a similar system can be used for political donations, but that will be a seperate whitepaper). Furthermore, TaxTracker will put a lense on the use of public funds and promote a greater public interest in our tax ROI. The user interface for following the use of tax dollars will have to be easy to use, and provide relevant easy to understand information based on search criteria of the user. As more people start focussing on how tax dollars are spent – the craving to take control over how taxes are spent will be unstoppable. Associated with detalonism is blockchain verified voting on decision making at the local level, eventually doing away with most if not all elected public officials that currently make decisions for us. This will occur with apps called LocalVoter, and LocalVoter Social – which will reward users/participants/contributors/curators with NZDTax, similar to how Steemit works. The NZDtax reward pool will be significant, as a majority of bureaucratic positions and positions of decision makers will be cut from the system resulting in tremendous tax savings. A detlonist local government’s only function would be to maintain critical infrastructure, which includes the detalonist systems. Furthermore, detalonism allows citizens to control a proportion of tax dollars. Similar to crowdfunding campaigns, people/companies will pitch ideas as ‘TaxFunding Campaigns’ and each citizen will have a pool of NZDTax to contribute to the projects they love the most. Each age of majority resident would be allotted the same amount of NZDTax to contribute to campaigns. Unused NZDTax would be equally distributed to active participants in the system. In order to work, detalonism must be implemented at the local level first. TaxTracker would be easiest to initially implement for local government taxes first, such as with property tax. LocalVoter and LocalVote Social (the apps which allow citizens to collectively make decisions and communicate about the decision making process), and ‘TaxFunding Campaign’ platform. Detalonism must also be accompanied with a return to the study of Civics in public school, as well as guidance on discourse and public debate, as well as effective use of LocalVote Social for decision making, and decision making in general. Thus, included in the educational goals of detalonism are goals for teaching the public how to use the system and participate. An outlook on the evolution of such a system and ways of improving it overtime is included in this whitepaper. The following is a detailed look at the need for detalonism, how it would operate and how we can implement such a system, including the basis of an election campaign to gain control of a local government and implement a detalonist system. Author’s note: This message is not anti-government – it is pro efficiency and small government. These ideas are apolitical, other than a political belief in Democracy and the need for it to evolve out of legacy standards and into the 21st century by including as many participants as are willing. It’s time to take the politics out of democracy and replace it with sociatics, or delitics, or detics. I like detics… it fits with the detalon name, which indeed induces the image of removing the claws of the octopus from us once and for all. Deticing, will thus remove the parasitic entity of politics from the equation known as Democracy Overall – detalonism and detlonists share a common belief that decentralized decision making at the local level will always outperform and be exponentially more powerful than centralized decision making.
I recently realized that the ROI we get on the taxes we pay, is getting worse and worse every year. Here are the core reasons:
- Real inflation is making our tax dollars less and less effective for the government.
- Outrageous contract/materials costs for government paid for construction/spending. For example, a man in toronto built a (non-compliant) staircase in a park for $550 – that same staircase was estimated by the city council to cost $65,000. This one case represents a 120x decrease in purchasing power of tax dollars by doing a job through the status-quo system.
- Each year there is an Increased percentage of tax dollars collected that go directly to paying interest on debt. For example – In Japan, greater than 50% of taxes collected now immediately go towards paying interest on debt. Essentially, as debt increases, the effectiveness of our tax dollars decreases.
- Accountability. It is often said that there is no accountability in government and/or politics, for when things go wrong. In actual fact, any mistake a government makes becomes a tax liability. The citizens of a nation are 100% accountable for all mistakes, and directly liable for paying it back. Thus, as debt increases, we as people become more accountable to the global banking system, and thus less effective as a whole.
- Bureaucracy is becoming too large and too expensive, compounding the ineffectiveness of our tax dollars. For example what proportion of carbon taxes go towards paying new government sector jobs that are created for new bureaucrats, as opposed to solving problems? In fact, this author has personally met people in the CO2 sequestration tech industry that clearly state that this new layer of bureaucracy makes solving climate problems, much, much more expensive and prohibitive. Not only do we have to pay for the bureaucratic layer, the layer itself makes it much more expensive to do anything remotely productive.
- Constantly increasing permit fees further reduce societies effectiveness and stifles innovation and development.
