There were two catastrophic hurricanes in 37 and 38: In both cases, FDR and the WPA had very major assistance in place where it was needed faster than anybody could blink:

Michael Flynn is absolutely correct in noting that federal funds could easily be redirected from any number of worthless projects including the proxy war in Ukraine in order to deal with such a major real emergency, i.e. FEMA's claim of running out of money is ridiculous.
