I think that the POTUS’s pension should be based on performance metrics. Just like athletes’ incentives, a contract should be in place.They usually get, pretty much anything they want when they are in office, Air Force One, the White House, etc. If they do well for the people, our tax dollars should be used to as a reward. If hey don’t do well, our tax dollars should go towards other causes than lining the pockets of a person whose job was poorly done.

I am all for that! But is it just a fiscal base? Would Bill Clinton have been penalized for being impeached but with a good economy?

That all depends on what his “contract” incentives were. What were his primary responsibilities? Politicians state many things the will enforce so why not hold them accountable. Money talks, and if someone isn’t going to get paid if they don’t do their job, they will probably be more prone to push for what they promise, or at least what they are required to accomplish for per their contract.
