This question right here is a real table shaker. Honestly questions like these tend to always have biased answers and so good answers never find their way out. So I'll try to be as unbiased as possible
Personally I don't feel the best leadership qualities are limited to one gender. To say a man would be a better ruler is wrong. The same way saying a woman would be a better ruler is also wrong. Some people are just built to be leaders and others aren't. Their gender has nothing to do with it.
In the course of history, there have been great male leaders and there have also been horrible ones who abused their power and caused great harm to their people. Also in the course of history, women have only recently come to the forefront of leadership and have shown great apt for it. But at the same time, there have been women who abused this, just like some men and have caused great harm to their people.
The summary of what I've been saying is that when we're listing the qualities of a good leader, gender isn't one of them. A man can do an excellent job as head of state but so can a woman and I believe that in time, as we progress as a species, women will be given more opportunities to show themselves as capable leaders too
