oh, we must be reading that differently. I saw "no better than" to mean that Biden's record is hardly a democrat's wet dream. Although he may be a more refined candidate, and less likely to go on twitter attacks; they are cut from very similar cloth and funded by very similar people. In any country outside of America, they would be allies in the same party... the right wing party.
