I'm not taking any sides in the current political climate, but this seems like a dog whistle, like that guy Leonard was saying. "Russia" is a magical word used to fire people up and cause cognitive dissidence.
Philosopher/Satirist/Magician Robert Anton Wilson called words like this "Fnords," which essentially are words we've been taught to "not see" but to react to, often causing distress and mania - often used in advertising and media, to control people. Very similar to what Leonard was saying about how the MSM is using the Russian story to obsfucate anything other than outrage.
