They cried bloody murder! Now constable and Skripals o.k. Although there is no such thing as a "sub-lethal dose" of VX (which is 1/10 the strength of Novichok), it was still "sub-letha" b/c UK couldn't possibly have the antidote. B/c if it had, then the UK would necessarily be able to manufacture the toxin, if not already have a sample in its possession.
But UK authorities never asked Russia for a toxin sample or the antidote: which makes one wonder...whether they really thought the toxin was Russian-made or used by Russian agents. That would have been perfect for "putting pressure" on Russia to hand over a sample. And if ever interested in justice, the UK also could demand a sample to compare against the toxin found in the victims.
Of course they do not believe the Russians have the toxin. The 6 slide powerpoint "leaked" to the media could not possibly convince any of the governments that went along with the UK/US story in "solidarity."
Public information already discloses the chemical weapons programs of the US and UK, their laboratories located round the globe, the American origin of Novichok, and meanwhile the destruction of Russia's CW manufacture and research facilities and stockpiles. So when blamed for the attack, Russia realizes the US and UK was sending a message.
The message is, "We have developed a sophisticated CW capable of targeted delivery, the international institutions such as the OPCW and UN are in our pocket, and our domestic audiences now associate you with CW; we can do what we want with you so you better get in line."
