The government does not need to hack anything they can simply get a court order to get access to the email provider service data on you. The only way federal sensitive materials or subject mater would be seen as an issue is if the Police would see Fraud or there being federal crimes as a real possibility... Private sector does NOT hack (legally), especially anything federal... Computer Crimes (City Police), RCPM, and Military Security (DND Air) do the investigative work then such is handed over to the courts.
Police and Federal types will NOT indicate a person is under investigation or even indicate any information regarding a potential case. The Crown would be the one to persist and not a law firm.
If the email address is associated with being used in hacking another person's or companies server it might to the private sector but then is handed of the the police... CSIS might have flagged previous emails as an issue and passed it onto a law firm but even that does not sound right to me...
