Regarding to Potential Payouts

So, I've been a member of the steem community for a couple of days now.  I must say, I enjoy the experience a lot.  I am a little confused still on how this works exactly.  I noticed that many people's potential payouts may range between $1-$70 that I've seen so far.  How is that even accumulated? 

I'll make a post and may get a few cents so far and potentially build from there but then I'll also have posts where people will upvote but potential payouts remain at $0.

Can someone please explain how the potential payouts work and how it is accumulated.

sorry thats how it works I have been stemming for 3 months now and had the same problem .I understood that if you have a large steem power balance and when you upvote a post the amount is larger . so it works like this if I upvote you ,you get almost nothing and if a wale upvotes you ,you get some depending on how mush steem power they have .

all you have to do is post and post until a whale starts following you , or add a lot of money to your steem power so when you post the post will start with money.

as for me I am hoping a whale can follow me
