The idea is this, to get a small store going and train some people how to construct items that are localy harvested and sustainable, and then sell thoes items at the store. For example teach people how to harvest rabit hair

The proper way to revitalize an ailing ecconomy is to create an opportunity for people to work and earn there way out of a hole. Say if a city has 1,000 homeless people...how do you help people like that? - You help them by creating an opportunity to dig themselves out of the hole that they are in. A failed project would be for a rich person to enter the area and try to just give people things. That would be like throwing your money down a rat hole. If you walked into the average city and gave 100 people $1,000 each then came back one year later then half of the people would be worse off then what they were before they got the handout. (I am not being mean, but we need to be honest about how ignorant most people are.)
The proper way to help people succeed economically is to create an avenue for them to work! (if you live in an area with a lot of clay soil you can tell people 'hey if you mix this clay with straw and horse manure, and then you fashion the mixture into blocks and sun dry the blocks. Then there are people that would like to purchase sun dried bricks. A proper stimulus should be about finding what people want (ex their house painted, a fence put up, a door hung....) and finding people that can do work like that.
