We want people to identify dirty areas and just post here. Authorities identify dirty areas from here and focus their efforts to clean it up and also reward people by upvoting them, assuming that authorities have their SteemIt accounts here to upvote, who actively identify dirty areas and post here. Simple.

This way we will help develop a reward system to identify the unclean areas. Then I will personally takeup the issue with local authorities to take action. Hopefully, we will be able to help PM Modi's vision to clean India. Don't be indifferent. Let us do it.

The idea is good, just gotta streamline more. I'd say look up smartcash as well, it could be really useful for what you're trying to do. You can put forward a proposal on their forum and potentially get it funded with little trouble.
