A rational number can be expressed as a fraction, decimal or percentage while an irrational number cannot. The easiest way to tell if a number is rational or irrational is that you can write the number as a simple fraction and if you can't then it's a irrational number. Non-terminating numbers and non-periodic are irrational numbers.
Example:
Rational Numbers: 0,1,2/1,4/3
Irrational Numbers: Pi, Square root of 2
